Stanford Hess concentrates his practice on banking and corporate law. He is a 1964 graduate of the University of Maryland and a 1966 graduate of the University of Maryland School of Law. From 1969-1974 he was an Assistant Attorney General of Maryland. Stanford served as Counsel to the Maryland Department of Licensing and Regulation from 1971-1974. He served as Chairman from 1975-1986 of the State Commission to Study the Regulatory Structure of Banking, Savings and Loan, and Small Loan Industries. He also served as a member of the Governor's Advisory Panel to Study the Movement Towards Electronic Funds Transfer in 1977 and 1978.
