Debbie Devan’s practice is focused on business bankruptcy, as well as troubled real estate entities and business restructurings. She has over 25 years of experience in the business bankruptcy field. Among other large, complex bankruptcy matters Debbie has handled in her career, she was appointed trustee of Merry-Go-Round Enterprises, the largest bankruptcy in Maryland history at that time, for which she successfully recovered over $250 million for the benefit of creditors. She is presently a member of the Trustee panel for the District of Maryland. Additionally, she has represented Debtor's, Creditor’s Committees and venture capital investors in complex Chapter 11 cases.
Debbie is the author or co-author of numerous articles, including “Ethical Considerations in Bankruptcy, Virginia CLE Foundation; “Hey, We don’t do this for Free!, Nat’l Association of Bankruptcy Trustees; “Consumers and Chapter 7”, American Bankruptcy Institute, 2001; and “Structured Financing Techniques,” MICPEL, 2001. Debbie is a member of the American College of Bankruptcy. She has been included in the The Best Lawyers in America in the area of Bankruptcy and Creditor-Debtor Rights Law for many years. Debbie is involved in the Turnaround Management Association and Network 2000. She has previously been active in Executive & Professional Woman’s Council of Maryland, the Executive Woman’s Network, and the Boards the Lutheran Hospital of Maryland and Lutheran Health Care Corporation. She also served as a reporter for the Maryland Bankruptcy Rules Committee.
Debbie is the Project Committee chair, and a Board Member, of the Baltimore Development Corporation and is on the board of the University of Maryland School of Law Alumni Association. She has also assisted the University of Maryland Law School Fund. In addition, Debbie is involved in the American Bar Association, Bankruptcy Bar Association of Maryland, American Bankruptcy Institute’s: Business Bankruptcy Committee, and serves on the subcommittees of Bankruptcy & Litigation and Claims & Priorities, and previously, the Maryland State Bar Association’s subcommittee on Creditor’s Rights, Bankruptcy and Insolvency, and as a member of the Bar Association of Baltimore City and the Woman’s Bar Association. She has served as the chairperson of Legislative Affairs Committee of the Turnaround Management Association and, in that capacity, advised White House staff on revisions to the Bankruptcy Code.
Debbie was named one of Maryland’s Top 100 Women for 2005 and 2007 by The Daily Record. Established in 1996, this annual award program recognizes one hundred of Maryland's leading women who are making a positive impact on the state. Maryland's Top 100 Women was created to recognize the outstanding achievements of professional women who reside or work in Maryland.
She has been included in the 1995-2010 editions of The Best Lawyers in America in the areas of Bankruptcy and Credit-Debtor Rights Law.
Debbie is a magna cum laude graduate of the University of Maryland with a B.A. in Economics, where she was also elected to Phi Beta Kappa, and received her J.D. cum laude from the University of Maryland School of Law
